DECLARING THE REGULAR HOLIDAYS, SPECIAL (NON-WORKING) DAYS, AND SPECIAL HOLIDAY (FOR ALL SCHOOLS) FOR THE YEAR 2012

WHEREAS, Republic Act (RA) No. 9492, dated July 24, 2007, amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days (specific or movable) as special or regular holidays;

WHEREAS, RA No. 9492 provides that holidays, except those which are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order or proclamation;

WHEREAS, RA No. 9849 provides that the Eidul Adha shall be celebrated as a national holiday;

WHEREAS, the EDSA People Power Revolution, which restored and ushered political, social and economic reforms in the country, serves as an inspiration to Filipinos everywhere as a nation and as a people;

WHEREAS, on January 23, 2012, the Chinese nationals all over the world will celebrate Spring Festival, popularly known as the Chinese New Year, which is one of the most revered and festive events celebrated not only in China but also in the Philippines by both Chinese Filipinos and ordinary Filipinos as well; and the joint celebration is a manifestation of our solidarity with our Chinese Filipino brethren who have been part of our lives in many respects as a country and as a people; 23 January 2012 may be declared as a special (non-working) day without detriment to public interest;

WHEREAS, Friday, 2 November 2012, falling between Thursday, 1 November 2012 (All Saints Day) and Saturday, has been traditionally declared a special (non-working) day throughout the country;

WHEREAS, to give full opportunity to our people to properly observe All Saints Day with all its religious fervor which invariably requires them to travel to and from different regions in the country, Friday, 2 November 2012, may be declared as a special (non-working) day without detriment to public interest;

NOW, THEREFORE, I, BENIGNO S. AQUINO III, by virtue of the powers vested in me by the Constitution as President of the Philippines, do hereby declare:

To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall.

SECTION 3. The Department of Labor and Employment (DOLE) shall promulgate the implementing guidelines for this Proclamation.

SECTION 4. This Proclamation shall take effect immediately.

SECTION 5. This Proclamation shall be published in a newspaper of general circulation.

Dear Pep,


I read your article posted regarding Rhian Ramos’ interview on 24 Oras. I was hoping I can write this to you in order to give my side regarding your online entry. I’m trying to put this past me and maybe this letter can help in doing that.


I’m hoping this is the last time I have to speak of this issue. After Rhian’s statement last night on 24 Oras, I would like to clear a few things with all of you. Everything I will say here is fact, easily proven.


First, I did not harass Rhian.

 

Our relationship ended in October when I broke up with her while we were riding in my van the day after my birthday.


Since then, we have had several arguments regarding issues of infidelity during our relationship but I have not harassed her.


Since our breakup, she has willingly come to my house on 2 occasions, met with my family and spent the night at the hospital with me at St. Luke’s a few weeks ago—all can be confirmed.


The last time I saw her was the night in the hospital and since then I have not returned any of your calls or text messages, also easily proven by cell phone records and texts log.


So please, I’d appreciate it if she would refrain from implying that I have been harassing her or, somewhat narcissistically, thinking I cannot go on without her.


We, under their orders, have lied to the public about our relationship for so long but the several people who have knowledge of it can attest that we both do not harass each other.

 

I am happily dating someone new, as Rhian is, and I have not reached out to contact her in any way since our breakup in October.


I DID NOT upload the video that spoke of the abortion we went through.

 

I am also appalled that she denied any knowledge of the existence of the video when she knows that I physically gave her a copy in front of your mother and lawyers in May and even before that, we watched it together.

 

I have been trying my best to find out exactly how the video was uploaded and I appeal to the individual in possession of my personal files to not upload any further videos that we have made.


Regarding the “threat” to take away everything she loves away from her.

 

A variety of undesirable remarks were thrown during our heated arguments, including references to my very sick daughter and to her career.

 

I despised how easily a decision to terminate a pregnancy for a career can be made and she specifically told me, “what I’ve worked for in the past 5 years is the MOST important thing in my life.”

 

I then rebutted with, “it should not be the most important thing in your life, because it is just a job. As easily as an innocent baby can be sacrificed, which was so important to me, a persons job can also be easily taken away even though it’s the most important thing in someone’s life.”

 

That was the conversation.

 

If I were so threatening in the past and so abusive, then there should have not been any reason that after our brief break-up in April, that we would have sustained a relationship until October.


Yes, I met her at 16, as colleagues in this industry. It does not imply that we had a romantic relationship. Prior to me, after 16, she had 2 “official” relationships with other actors in her network. I was not even close enough to her to be invited to her debut at 18, and we only became very close after her relationship prior to me.


Again, I’m sorry about the video. I am continuing to follow up on how it happened.

 

But at the same time, I cannot and will not deny the facts in the video. I also will not insult the memory of our child by denying its existence. I tried making a stand for it then and I will make a stand for its memory now.

 

In our time I have known of two of these instances and something has to be done to stop it.

Her family is fully aware of this and I hope that one day, their drive for money and fame will take a backseat to what is most important (as Rhian says), which is family.

 

The one you have now and the ones you were supposed to have. Rhian will always have a special place in my heart.

 

As ugly as this ended, I will always love her and treasure every second we spent together because it was very real for me.

 

I will regret some of the things we have done, some of thing we have said, but I will not regret the time we put in for each other.

 

I appreciated all the nice things she has done for me and I have forgiven the times when it got out of hand.

 

I cannot forgive her family’s stance on some of the issues we encountered. I did not appreciate the violent tweets from Rhian’s father but I’m glad she told him to stop it. Her new boyfriend has done the same and I too am glad he has erased some of them.

 

I have successfully not contacted Rhian for the past few months and our relationship is something I’ve moved on from.

 

I admit I struggle, as she was always aware, with the loss of our child. I expect that to last for a very long time.


I hope the best for Rhian’s career. I’m glad she has a supportive network to back her and the executives there have always been favorable to her so I assume she will get over this. I hope so.

 

To be honest, the only time I have been insulted throughout this recent ordeal was when I believe Atty. Gozon said in an interview that I am out to ruin Rhian’s career. And that this is all “ungentlemanly.”

 

Perhaps he hasn’t lost innocent children. As a parent, if that happens to him (knock on wood), I assume he wont take it lightly and that career should not be the focus of any his statements—as ungentlemanly as that may sound.

 

I’d expect a bit more sensitivity from the head of an influential network, but I’ve heard career prioritization from that camp before regarding this sensitive issue, so I can’t say that I’m surprised.

 

I’m sorry to the people we have let down. I have been seeking therapy for the past year to help get over the loss and be a better person. My decision to leave temporarily was decided long ago. I have lost myself in the wilderness of this industry, maybe in taking a break, I can find myself once more.

“There are so many questions to be answered. I don’t even know where to start. I guess I can only hope in time, the whole and accurate story will be the one told. It may be too long to write now, but I know a short statement is in order.

 

“Currently, I’m in disarray because of how fast and unexpected this has all become. I’m confused on whether I should do any interviews or just keep silent about the whole thing. One moment I think I should explain, the other I think I should shut up. I don’t even know anymore.

 

“I am disappointed about the video. I’m saddened about the rumors of its upload.  Most of all, I’m ashamed at myself for the loss of our child.  It was something I never wanted to happen.  It went against my every value and until this very day, it makes me breakdown in tears—something I never have moved on from—I don’t think any parent can.

 

“Of course it was done with utmost regret and I still wonder if I did all that I can to prevent it from happening. I thought I did, but I ultimately sided with the decision of my girlfriend, because I was put against a wall, to a point where I had to choose between the safety of the person that I love and the life of our child.

 

“As you have heard or read in the video, I do not blame Rhian for our actions even though it was no one else’s choice. The pressure on her was too great.

 

“Am I upset at her? No. However, I do feel sad about the opinions of the people who are closest to her. You see, I am pro-life. I know we all have a different stance about this sensitive topic, but I am and have always been such.

 

“You may ask why I still allowed for it to happen and my answer is, I don’t know. I thought I tried and prayed enough for the circumstances to change but it did not. And I know I will pay for this for the rest of this life and beyond…

 

 

“After this intense ordeal last year, I recently found out this wasn’t the only time. It was in this moment that I felt my world crash. I hope you don’t find this as hypocritical of myself, but you cannot get away with killing children—I included.

 

“I made the video as a memento of this tragic event and that it should never happen again. It was meant for me to always remind myself that we paid an enormous sacrifice for this job and this relationship.

 

“I had no choice, I was not asked my thoughts—it was just going to be the way it went. So I made videos and I kept all the memories that I could hold onto.

 

“Rhian knew about all of this. To a point where months ago, when they thought a lawyer was needed to aid in our breakup, that I was asked to surrender all of this ‘proof’ (as they called it) to them for it to be destroyed.

 

“I naturally gave in to their request, because for the second time, I chose my girlfriend over the memory of our child. I specifically asked them to not destroy it, to please return it to me 50 years from now when all this showbiz priorities and ‘branding’ wouldn’t mean so much anymore.  Along with my files, they took my computer and erased it in front of me.

 

“This was all documented by her legal staff.

 

“Until this very day, I love Rhian very much.  We had to lie to the public about our ongoing relationship and I understood why.  I would never want to hurt her and I tried my best to protect her when rumors of past abortions would surface.  I aggressively pursued bloggers and other people who had info of past incidents and told them to be quiet.

 

“They know who they are.  Unfortunately, we find ourselves here today.  People are in possession of these videos.  I know that the copies in my laptop were not the only ones destroyed.  In a brown envelope, I handed these files to the family and begged them to salvage them.  My laptop may have been compromised. I really don’t know. There will be rumors for a long time, I am aware of that, but it will not hurt as much as the memory of what truly happened—we lost our child and I have not moved on from it.

“I am aware that GMA would like to prosecute me for this.  I would like to apologize to the network for putting them in a bad light. This decision to have an abortion was not something the network instructed us to do…  I understand that and I am sorry if the words on my ‘video diary’ depicted otherwise.

“I’m sorry to Rhian that our rollercoaster relationship ended the way it did.  There was much more going on than people know.  But I love you. I always have. The few people who knew about us also knew how much we cared for each other. We talked about marriage, we almost bought a home together a few months ago, we were planning to have the family we lost.

 

“I don’t have a message for the general public. This is the shortest explanation I can give for now.  Maybe one day I can answer more, or whenever it is necessary. We all have a certain set of values.  I will respect yours and I hope you will respect mine.  This is me in the most honest and rawest form.

 

“I can only make one promise: I will never, ever agree to take the life of a child again. It doesn’t matter if it isn’t my body or my choice. I will not be put against the wall again. I should have stood my ground, fought harder, delayed it longer, encourage more people to talk her out of it.

 

“I regret being there. I regret it all.”

 

Asfor now,  Rhian’s camp has not issued any formal statement. But a representative from the GMA Artist Center, which handles Rhian’s career, said: “Rhian, her family, and her manager are going to file charges against Mo.”

Put The Little Girl To Sleep

Elena Bautista-Horn, a spokesperson for Pampanga Rep. Gloria Macapagal Arroyo, revealed on Wednesday a possible threat on the life of the former President.

According to Horn, a source from a certain government agency talked to them a few days ago and told them about a so-called operation “Put the Little Girl to Sleep,” being cooked allegedly by the Aquino administration.

“May mga nagsumbong na naman po sa amin na nasa administrasyon ngayon na may mga masamang balakin. Mayroon sila ngayong operation called ‘Put The Little Girl To Sleep.’ Ni-report na po sa amin ‘yan kaya kami ay nababahala kasi nakikita naman natin kung gaano ang insistence ni [Justice] Secretary [Leila] de Lima at [Comelec] Chairman [Sixto] Brillantes na ang dating Pangulo ay iligay sa government hospital,” said Horn.

According to their source, Mrs. Arroyo should be careful in the food being served and the medications being administered to her.

“Alam rin po natin na lumabas sa column ni Mon Tulfo na sinabi daw po ni Secretary Butch Abad na kung pababa-biyahihen si Mrs. Arroyo eh mabuti na daw na barilin siya sa tarmac. So napagtatagpi-tagpi namin ang storya na talagang parang may agenda na hindi maganda para sa dating pangulo,” she said.
